Senior Program Manager

A leading international environmental and climate services organization is seeking an experienced Senior Program Manager to lead a national cloud seeding program in Saudi Arabia. This is a senior leadership role responsible for operational delivery, stakeholder engagement, and regional program development.

Key Responsibilities

• Lead and oversee multi-site cloud seeding operations across the Kingdom

• Serve as the primary point of contact with government and institutional stakeholders

• Manage multidisciplinary teams across meteorology, aviation, technical, and logistics functions

• Own project governance including schedules, budgets, KPIs, and risk management

• Ensure full compliance with safety, contractual, and operational standards

• Drive reporting, performance reviews, and continuous improvement initiatives

• Support regional growth opportunities and structured knowledge transfer programs

Key Requirements

• Bachelor’s degree in Business, Engineering, Environmental Management, or related discipline

• PMP and/or MBA strongly preferred

• Minimum 5 years’ experience leading complex, multi-stakeholder programs

• Proven ability to manage field-based operations and cross-functional teams

• Strong stakeholder engagement, leadership, and financial management skills

• Experience working with government or public-sector entities

• Fluent in Arabic and English

• Based in or willing to relocate to Jeddah, with travel to operational sites as required
