Vice President, Permitting and Regulatory Affairs
Pro/Biz Services-Consulting
THE COMPANY
Terracad Geoscience Services Ltd., in close collaboration with Doubleview Gold Corp., is advancing a portfolio of polymetallic exploration assets highlighted by one of the most compelling discoveries in British Columbia’s Golden Triangle. The Hat Project (HAT) stands as the flagship and most advanced asset, but the organization’s mandate extends across multiple existing exploration projects in both Canada and the US and is expected to evolve further as additional opportunities are developed or acquired.
As exploration activity intensifies across the current portfolio—and with an eye toward future development and expansion—Terracad and Doubleview are seeking a Vice President, Permitting & Regulatory Affairs to lead the disciplined execution of permitting, regulatory compliance, and mineral tenure management that underpin successful exploration today and enable long term development across all assets. This role will be central to establishing consistent, scalable regulatory systems that support not only the Hat Project, but also the organization’s broader and growing project pipeline.
THE OPPORTUNITY
This role offers the opportunity to play a central, hands on role in advancing the Hat Project (HAT)—Doubleview’s flagship polymetallic discovery and the primary focus of the role today. The Vice President, Permitting & Regulatory Affairs will personally drive permitting and compliance activities associated with HAT, ensuring exploration programs advance efficiently, responsibly, and in full regulatory compliance.
In addition to the Hat Project, the role carries responsibility for all four existing Terracad/Doubleview exploration projects, as well as any future projects added to the portfolio. While HAT will command the majority of near term attention, the successful candidate will establish and maintain consistent, disciplined tenure, permitting, and regulatory systems across the broader asset base—ensuring continuity, readiness, and compliance as projects advance.
Reporting to the President & CEO, this is a ground up execution role, not a supervisory or advisory only position. Success requires personal ownership of regulatory submissions, rigorous recordkeeping, proactive coordination with regulators and consultants, and reliable follow through across multiple projects. The role is well suited to a practical, detail oriented professional who thrives in a fast moving exploration environment and takes pride in accuracy, consistency, and completion.
KEY RESPONSIBILITIES
Prepare, submit, and manage British Columbia exploration permits, including Notice of Work (NoW) applications, amendments, and renewals, with primary emphasis on the Hat Project.
- Coordinate and secure supporting authorizations such as water use approvals, stream crossing permits, and timber cutting permits.
- Proactively manage regulator inquiries and follow ups to facilitate timely approvals.
- Maintain a comprehensive permitting roadmap and renewal calendar across all active and future projects.
- Manage mineral tenure and claims, including tracking assessment obligations, fees, renewals, and statutory filings.
- Maintain a centralized, audit ready tenure and permitting database covering the full project portfolio.
- Identify baseline study requirements (wildlife, vegetation, archaeology, hydrology, meteorology) and coordinate execution with qualified consultants.
- Ensure baseline and compliance documentation is quality controlled, properly archived, and readily available to support permitting and future development stages.
- Support Indigenous consultation processes through documentation, tracking, and coordination of communications.
- Assist with drafting and recordkeeping related to exploration agreements, MOUs, and capacity funding arrangements.
- Coordinate closely with technical and project teams to gather inputs, resolve gaps, and maintain consistent regulatory discipline across all assets.
IDEAL CANDIDATE PROFILE
The ideal candidate is a hands on permitting and regulatory practitioner with demonstrated experience advancing mineral exploration projects through disciplined regulatory execution. They are dependable, highly organized, and comfortable working directly with regulators, consultants, and internal stakeholders without extensive administrative layers. They bring a strong sense of ownership, consistency under pressure, and pride in accurate, defensible recordkeeping.
EXPERIENCE & QUALIFICATIONS
- Direct experience with British Columbia mineral exploration permitting, including Notice of Work processes and Mines Act requirements.
- Experience managing mineral tenure portfolios and regulatory compliance tracking systems.
- Proven ability to coordinate baseline studies and produce or oversee high quality regulatory documentation.
- Postsecondary education in environmental science, geoscience, engineering, land management, or a related discipline.
- Professional designations such as P.Geo., P.Eng., or R.P.Bio. are considered assets.
- Familiarity with U.S. permitting systems, including Arizona MEP and GFOP, is an asset but not required.
