LHH  Recruitment Solutions has partnered with an organization in Philadelphia, PA. We are in search of a Director of Financial Operations. The Director of Financial Operations will be responsible for overseeing the organization’s financial management, budgeting, cost accounting, compliance, and internal controls. This role ensures GAAP compliance, supports leadership with financial insight, and safeguards fiscal integrity across programs and departments. The position is fully onsite and requires regular travel between organizational locations within Philadelphia.

Work Arrangement: Full time, Onsite
Salary Range: $95,000–$100,000

Key Responsibilities
• Prepare, monitor, and adjust the annual operating budget, departmental budgets, and program budgets in compliance with applicable regulations and mandates
• Prepare GAAP compliant financial statements, including income statements and cash flow statements, on a periodic basis
• Maintain an effective cost accounting system to accurately measure service delivery costs and ensure departmental budget compliance
• Provide proactive financial analysis, alerts, and recommendations regarding fiscal condition, budget variances, and anticipated financial risks
• Monitor and report on agencywide budget compliance on a regular basis
• Ensure compliance with GAAP standards and coordinate independent audits, supporting the delivery of annual unqualified audit opinions
• Develop, implement, and oversee internal financial controls to mitigate fraud risk and ensure accurate and timely billing of program revenue
• Conduct internal departmental audits to ensure adherence to internal controls, regulatory requirements, and financial policies
• Maintain and enhance fiscal policies, procedures, and reporting processes as organizational needs evolve
• Ensure compliance with employee benefit plans and all applicable benefits related financial and reporting requirements
• Provide guidance and oversight to finance staff as needed

Qualifications and Experience
• Bachelor’s degree in Accounting, Finance, or Business Administration with an accounting or finance emphasis from an accredited institution
• Master’s degree or professional accounting certification preferred
• Minimum of three years of cost accounting experience
• Minimum of three years of experience preparing financial statements, budgets, and financial analyses
• Auditing experience strongly preferred
• Prior supervisory experience preferred
• Working knowledge of Pennsylvania IDD programs or DHS financial reporting requirements is a plus
