Required profile:

  • Extensive knowledge of best practice in Collective Bargaining process.
  • Extensive knowledge of state enterprise employment practices.
  • Knowledge of employment law and regulations that govern employment in the public sector and state enterprises.
  • Knowledge of dispute resolution and compensation administration
  • Ability to comprehend, interpret and apply the appropriate sections of applicable laws, regulations, guidelines, ordinances and applicable laws.
  • Excellent conflict resolution, mediation, counselling and negotiation skills.
  • Ability to manage change.
  • Ability to develop talent and teams.

Responsible for overall People strategy and HR processes. Be a strategic business partner and establish a performance driver culture through effective HR practices & Union Management.

The candidate is responsible for the development and delivery of expert advice in HR strategies, projects, policies, manuals and collective agreement development and application. He/she is required to engage in constructive union management relationship and collective bargaining processes. The ideal candidate is also required to co-ordinate and act as a key participant in the collective bargaining process, advise management and work with union officials on the interpretation and application of the collective agreement and manage the grievance process to create and maintain a stable Industrial Relations climate.


Some of the main responsibilities are to:

  • ·Participates in key strategic and operational discussions on human resources issues, priorities, systems, processes, performance indicators, human resources and budgets.
  • Develops and implements relevant policies, procedures and processes.
  • Assists in developing and updating the Human Resources policies, practices, guidelines, manuals, processes and procedures while aligning with the HDC’s strategic objectives and HR implementation plan.
  • Manages end to end – Employee life cycle (Recruitment - Performance Management System – Employee Compensation & benefit – Training & Development - Employee Engagement and other HR systems & Processes.
  • Talent Development and Succession Planning
