Job Title: Housing Assistance Representative (Temporary)
Location: Onsite – Oaklnad, Ca
Pay Rate: $40/hour
Schedule: Full-time, with every other Friday off
Duration: Temporary assignment, up to 6 months


Position Summary:

Under the supervision of a Housing Assistance Manager, the Housing Assistance Representative performs program duties related to HUD-funded housing assistance programs in compliance with established federal and agency policies and procedures. Candidates must have demonstrated experience in housing assistance functions and the ability to work independently in a fast-paced, compliance-driven environment.

Representatives may be assigned to one or more functional areas, including Inspection, Occupancy, Rent Analysis, Outreach, Homeownership, Family Self-Sufficiency, or Eligibility. Assignment is determined based on organizational needs and the candidate’s qualifications.


Essential Duties and Functional Areas:

Inspection

  • Conducts field inspections to identify housing deficiencies and ensure compliance with Housing Quality Standards

  • Documents inspection results and follows up with landlords and tenants

  • Approves rents within set thresholds and gathers rent comparability data

  • Resolves disputes between landlords and tenants

Occupancy

  • Provides counseling to tenants and landlords regarding program rights and obligations

  • Calculates utility allowances and monitors household composition for compliance

  • Enforces program requirements and participates in debt collection processes

  • Assists in litigation-related documentation and inquiries

Rent Analysis

  • Compiles and maintains rent data for setting rent ranges based on HUD and agency requirements

  • Negotiates Housing Assistance Payment (HAP) contracts with property owners

  • Reviews and approves rent adjustments and rent requests outside standard ranges

  • May conduct quality control checks and housing inspections

Outreach

  • Analyzes barriers to program participation and recommends solutions

  • Conducts briefings and outreach to landlords, nonprofit developers, and tenants

  • Establishes relationships with property owners and housing professionals

  • Assists clients with housing searches and program navigation

Homeownership

  • Provides support and education to participants interested in HUD’s Section 8 homeownership program

  • Builds partnerships with lenders, real estate professionals, and nonprofit organizations

  • Conducts outreach and delivers presentations on homeownership opportunities

  • Prepares reports, program materials, and grant-related documentation

Family Self-Sufficiency (FSS)

  • Markets the FSS program to eligible participants and community partners

  • Develops strategies to support economic independence and asset building

  • Identifies educational and workforce resources for program participants

  • Prepares reports, conducts presentations, and assists with grant writing

Eligibility

  • Interviews applicants and assesses initial eligibility for housing programs

  • Collects and verifies income and household information

  • Performs rent calculations and determines qualification based on HUD guidelines

  • Provides guidance on program rules and outstanding debts

  • Verifies citizenship and immigration status of applicants


Qualifications:

  • Prior experience in housing assistance, case management, or HUD program administration

  • Knowledge of affordable housing programs, including Section 8 and housing quality standards

  • Ability to interpret and apply complex policies and regulations

  • Strong written and verbal communication skills

  • Excellent organizational skills and attention to detail

  • Proficient in Microsoft Office and data tracking systems

  • Experience working with diverse communities and managing client relations
