Pay Range: $55-60 per hour
Schedule: Every other Friday off
Contract: 3-6 months
Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.
Position Overview:
We are seeking a Contract Specialist II, a journey-level professional who excels in procurement and contract administration. This role involves guiding and supporting Client Departments with their procurement needs, ensuring compliance with policies and regulations, and providing expert advice on contracting approaches and best practices.
Key Responsibilities:
Lead and manage procurement activities for assigned Client Departments, helping them organize, prioritize, and implement authorized procurement actions.
Offer expert guidance on contracting strategies, industry standards, vendor options, and best practices throughout the procurement process.
Advise senior and middle management on contract interpretation, policies, and procedures.
Prepare and issue solicitation packages for goods and services, ensuring compliance with Authority policies, HUD guidelines, and other relevant regulations.
Prepare Board submittal packages and make award recommendations.
Monitor contractor performance and manage contract closeout processes.
Address and resolve contract-related protests, disputes, and claims.
Maintain accurate and current contract files, both in hardcopy and electronic formats, and notify staff of expiring contracts in advance.
Prepare weekly reports and correspondence related to contract and procurement activities, addressing expiration, disputes, and other concerns.
Uphold a high level of confidentiality in all tasks.
MINIMUM QUALIFICATIONS
A bachelor's degree in business or public administration or a related field, with a minor or emphasis in procurement; Four years of highly responsible experience involving procurement, with an emphasis on the preparation, evaluation, and administration of contracts.
AND
Possession of a valid California driver's license and an insurable driving record.
Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.
Equivalent combinations of education, training and experience will be considered.
KNOWLEDGE OF: Principles and practices of procurement of goods and services and construction related contracting; Legislation governing the construction contracting process. Computer systems designed for tracking procurement activity. Knowledge of U.S. Department of Housing and Urban Development (HUD) rules and regulations as it pertains to procurement.
ABILITY TO: Research costs of various commodities, analyze and provide a recommendation from data. Forecast potential future costs for commodities; negotiate, evaluate, and implement large contracts, including construction contracts. Work under pressure with a high degree of responsibility and accountability. Effectively use computer-based data processing systems.
