Position Title: HR Generalist
Location: Sacramento, CA (Onsite)
Schedule: Monday – Friday, 8:30 AM – 5:00 PM
Pay Range: $34 – $36 per hour
Bilingual Stipend: Additional $100/month for fluency in Spanish, Russian, Hmong, Cantonese, Farsi (Dari), Vietnamese, or Arabic


Position Summary:

We are seeking a well-rounded and experienced HR Generalist to support a wide range of Human Resources functions including recruitment, onboarding, compliance, and employee relations. This position plays a critical role in supporting organizational operations and fostering a positive work environment while ensuring compliance with employment laws and internal policies.


Key Responsibilities:

Recruitment & Talent Acquisition (40%)

  • Lead full-cycle recruitment across the agency.

  • Develop and maintain recruitment pipelines through job boards, social media, and partnerships with schools and organizations.

  • Create and post job advertisements; screen applicants and forward qualified candidates to hiring managers.

  • Administer the employee referral program and coordinate temporary staffing needs.

  • Attend job fairs and represent the organization professionally with appropriate materials.

  • Maintain applicant tracking system (ATS) and manage recruitment-related documentation and communication.

  • Provide training to hiring managers on recruitment, interviewing, and use of ATS.

  • Monitor and track open positions; keep leadership informed on status and challenges.

Onboarding, Pre-Employment & Records Management (40%)

  • Prepare and coordinate job offers and new hire documentation.

  • Ensure accurate completion and filing of personnel records, I-9s, DMV Pull Notice enrollments, and employment verifications.

  • Distribute and track employee badges and office keys.

  • Maintain current and accurate HR records in both physical and digital formats.

  • Update internal systems, SharePoint, and other platforms with compliant forms and policies.

  • Order and maintain workplace compliance postings (e.g., labor law posters).

  • Respond to HR-related inboxes and helpdesk requests.

  • Generate reports and maintain data accuracy in HRIS systems.

General HR Support & Compliance (20%)

  • Chair the Employee Recognition Committee and manage related events within budget.

  • Provide support on HR policies, procedures, and employment laws to all levels of staff.

  • Facilitate new hire orientations and assist with additional training as needed.

  • Support investigations, handle unemployment claims, and assist with audits as directed.

  • Maintain current knowledge of HR best practices and legal requirements.

  • Recommend process improvements and help implement updates to HR practices.

  • Act as a backup for other HR functions and participate in cross-training.


Requirements:

  • Education: High School diploma or GED required; Bachelor's degree in Human Resources, Business Administration, Psychology, or related field required.

  • Experience: Minimum of 4 years of progressive HR experience in a California-based HR environment. Must have direct experience in recruitment, onboarding, and recordkeeping.

  • Certifications: PHR, SHRM-CP, or equivalent preferred.

  • Technical Skills: Proficiency with HRIS systems (including ATS), Microsoft Office (Word, Excel, PowerPoint), and online platforms. Ability to manage data entry, reporting, and electronic file systems.

  • Other Requirements:

    • Must be 21 years of age or older.

    • Must possess a valid driver’s license, personal vehicle, and required insurance coverage, as driving is essential for this role.
