LJHH Recruitment is partnering with a client to hire highly skilled and detail-oriented Payroll Manager for a contract role in Sacramento, California. The Payroll Manager will be responsible for ensuring accurate and timely processing of payroll, compliance with federal and state regulations, and maintaining payroll systems and records. Ideal candidates will possess strong leadership skills, deep knowledge of payroll best practices, and experience with multi-state payroll operations.
Key Responsibilities:
Manage end-to-end payroll processing for all employees on a bi-weekly or semi-monthly basis
Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices
Supervise payroll staff (if applicable) and coordinate with HR and Accounting departments
Reconcile payroll prior to transmission and validate reports
Oversee the maintenance and accuracy of employee payroll records including tax withholdings, garnishments, and benefits deductions
Review and submit quarterly and annual payroll tax filings (W-2, W-3, 941, etc.)
Maintain up-to-date knowledge of changes in tax laws, wage & hour regulations, and payroll systems
Provide payroll reporting and analytics to HR and Finance leadership
Coordinate payroll audits and respond to requests from internal and external auditors
Develop and implement payroll procedures and process improvements
Qualifications:
Bachelor’s degree in Accounting, Finance, Business Administration, or related field
5+ years of progressive payroll experience, including 2+ years in a managerial or supervisory role
Strong knowledge of multi-state payroll practices, tax regulations, and labor laws
Proficiency in payroll software systems (e.g., ADP, Paychex, UKG, Ceridian, or similar)
Advanced Microsoft Excel skills (e.g., VLOOKUP, PivotTables)
Certified Payroll Professional (CPP) preferred
Excellent attention to detail, problem-solving skills, and organizational abilities
Ability to handle confidential information with integrity
Preferred Qualifications:
Experience in union payroll or collective bargaining agreement compliance
Prior experience in a mid-size to large organization (200+ employees)
Knowledge of California-specific payroll laws and regulations
